I guess the public API is in case you have an account there and want to extend it with your own interfaces via API. But then you will have to try or book Lexware Office XL for at least a month (~30 EUR) to implement and test your addon.

Few weeks ago, Haufe/Lexware anounced that they will change their product name and app page from LexOffice to Lexware Office.
It seems, that they did it today and changed the app/access page from https://app.lexoffice.de to https://app.lexware.de this morning.
